The State Duma allows cabotage transportation to three EAEU countries
The State Duma in the first reading adopted a bill legalizing cabotage transportation in Russia, the news agency correspondent reports on July 8. We are talking about the transportation of goods or passengers by vehicles belonging to foreign carriers, including those temporarily imported into the Russian Federation, between points located on the territory of the Russian Federation. It is envisaged that cabotage road transportation of goods by foreign carriers registered in the territory of one of the member states of the Eurasian Economic Union (EAEU) is carried out in accordance with international treaties and laws. Conditions and features of cabotage road transportation are provided. The State Duma sees the risks of such a decision and notes that Russian carriers are uncompetitive compared to carriers from other EAEU countries. Deputy Head of the Ministry of Transport of the Russian Federation Dmitry Zverev said that changes have already been made to the legislation of Armenia, Kyrgyzstan and Belarus, Kazakhstan will begin to implement the program in 2025. If the bill is adopted, cabotage transportation will be allowed only to three countries: Belarus, Kyrgyzstan and Armenia, a ban on such transportation remains for other countries, Zverev said.
